Driik blacksmith in Islander village

Not sure if this is a bug or not, but I found an Islander village with a master Driik blacksmith. This village was generated when I asked about a blacksmith at a nearby Driik settlement. Both the village and the settlement are inside Islander culture, but near the border with Driik. I have a save available if it would be helpful.
