Bear hunter's mittens shouldn't be made of whatever material. It is the dog fur mittens you should wear in order to have your weapons to be effective and cut the bear good.
Mittens for bear hunting should be made for dog fur. This spell only aids in directly damaging the bear, and not trapping or tracking it.
Dog fur is not readily available by trading, so it can be gained by hideworking any deceased dog. Njerpez warriors are known to occasionally roam along with their dogs.
