Is this still true?
The ritual skill is currently broken and does absolutely nothing in the game, unless you install mods that rely on it (for example, Simon's Shaman mod). Whether you have 0 ritual skill or 100 ritual skill, you will learn the same number of rituals, at the same rate, and they will all have exactly the same effects.
