My character has 96 in spear skills.
But he has medium eyesight.
He cant hit any target with javelin from distance 8-14 tiles.

Is this because of medium eyesight. Or javelins are suppose to hit from closer range?

Also if I have a spear in secondary hand does ti affect accuracy with javelin?

Yes, for javelin you need spear skill. But spear skill doesn't need eyesight attribute. I see in https://unrealworld.wikia.com/wiki/Javelin that javelin is like melee weapon, it works well at short distance.

So I need to rise somehow stealth.

Are there some tactics to move stealthy? Hide behind trees, stay and wait?
Usually I can't come closer to animal than 12 squares but I have 69 in stealth.

Also you are tired almost all year due to snow.

Some attributes will affect skills even if they aren't used in skill calculations.  For instance, you will fumble more attacks if your dexterity is low even if you are using spears with high spear skill.  Eyesight may or may not affect how well you hit with ranged attacks (devs are purposefully mysterious about this sort of thing I think) although I think it is more that javelins are more short to medium ranged weapons.  I don't think people in general are going to be precise that often throwing a stick at a moving target 16-40m away.  I try to use javelins within 5 tiles, 8 if i'm really pushing it.
