Title: Quests that involve lakes/water/islands not occurring near Winter

So I got a quest from a Shaman, to go stand naked on an island in the middle of a lake and the water spirits would appear for me.   The problem is, it's winter, and the lakes are totally frozen in ICE, so not only do no water spirits appear, but I also get deathly cold waiting at midnight (disrobing at my best guess as to when midnight is and then waiting and waiting)...  The quest timed out and was essentially wasted.   
I don't know if this is intentional, or just that the questing part of the game doesn't take the time of year/whether into consideration.
