If I play in 3.70 beta on Steam will my game save and character I am playing with automatically transfer over to the 3.70 version when it's released as stable?

Short answer: yes.
Long answer: Your character savegame is a folder in the game directory, and the folder name is the same as the character name. When the beta is over and 3.70 is final and released, nothing will happen to your savegame. It will still be there, and the game does nothing odd with the savegame files, nor is there a transfer of files or patching or conversion of savegame files.
If you are using Steam, you may or may not need to opt-out of the beta when 3.70 is released (and is no longer beta status). Steam will simply update some files and will leave your savegame files alone.
Please tell us if and when you are eaten by a bear, or, when near death and clinging to life, dispatched by a warlike squirrel. For the squirrel's renown must be recognized.
