Title: How to make NPCs equip stuff?

I'm trying to get my NPC companion to equip some leather armor, and he's refusing to cooperate! I have given it to him, taken it back, given it again. Nothing seems to work. Same goes with weapons... Is there some sort of trick to doing this?

I think they just choose to wear what they like. It can't be controlled, but it seems they tend to wear gears for empty gear slots.
