i'm not sure if this is a bug or not. The water lily has to be boiled before being ground into flour so maybe it was damp and that's why it spoiled so soon. Other flours last a lot longer though so I thought I'd report it.

Interestingly, my river-pig flour hasn't spoiled yet:

Both the river pig flour and the water lily flour have been hanging out in my inventory, so they're subject to the same conditions

Bug it was, and fixed by now. Although the moisture content/dampness of ingredients ground into flour isn't taken into account all the flour should keep good for ever.
That's the game mechanics we have.
Fixed - persists in version 3.86
