Title: [Fixed - 3.85] All skiis and ski sticks appearing as perfect in villages

Started as a new Kaumo character, and going round all the Kaumo villages I can see that all the new skiis and ski sticks that appear to buy are all perfect. As Kaumo is generally poorer I assume this wasn't intentional, so may need to be fixed.

Not a bug, Kaumolainen are just the best skiiers.

It's intended that Kaumo ski equipment are of very good quality, but there actually was typo in the code that made other-than-perfect skis practically non-existent.
This is fixed now, but nevertheless one can most easily find the finest skis among Kaumo and Northern tribes.

Fixed - persists in 3.85
