I got the same problem and it is 2021 now. didn't see other solutions anywhere so I post my here. If it's only your charactor keys get the issue, meanning you can rest by Alt - or look by Alt F3, I got good news for you.
I found that I pushed the 'insert' key at some point and didn't notice it. I realised it as one of my typing softwere replace words rather than insert them. It seems the game recognise the command by the last input info, which is replaced and read as none.
You will have to press insert again and restart the game. Hope this helps people play this game from 2077.
