ive managed to get the water folk in my first year its currently fallow season is it viable for me to try to do this?

It is possible to perform the quest at any time of year provided you can find a suitable location that's ice free. However, it it is challenging to do it without risking hypothermia.

when they mean rock do they mean those bits of lands off shore? (i live on the coast)

If I remember correctly it calls for a single tile rock completely surrounded by open water, so I would suspect such tiles in the sea would work, but I've never done the quest by the sea.
