Title: [Fixed - persists in 3.40] Settlement generation created basically nothing

This was next to a cliff tile to the north

I'm guessing the elevation lines cut through building placement

Edit:  In fact, now that I've zoomed out, the "settlement" tile is gone and it just says "there is a kota at this location"

It's a known bug that Sami has identified (and I think it's fixed for the next release).  As guessed, it's an issue of the terrain being too uneven for a village to be generated properly.

Yeah, PALU is right. This is something reported at the old forums, found and fixed already, persists in 3.40.
